| 社區大學全國促進會
National Association for the Promotion of Community University (NAPCU,簡稱全促會)
於一九九九年九月十九日正式成立。在台灣,社區大學屬於民間推動的教育及社會改革運動,其創始的目的之一是「解放知識」,另一項目標則在於催生「公民社會」。社區大學希望打破菁英獨享的教育象牙塔,提供成人認識自己、認識他人與認識現代社會的成長管道。一九九八年在台北市成立了全國第一所「台北文山社區大學」之後,台灣各地區紛紛興辦社區大學,在短短近六年內日趨普及,已將近八十所,風起雲湧地帶動一股成人高等教育學習的新思潮。透過反覆的共讀、思辨、討論過程,規劃出具體的實踐行動,社區大學與社區及在地居民相結合,最終願景在建立一個能夠提昇公民素養、創造台灣新文化的「公民社會」。 |

| 任 務 |
社區大學全國促進會創設的宗旨,是為了要協調全國各地的社區大學,彙整、累積不同社區大學的辦學經驗,共同化解所遭逢的各項困難,並對未來社區大學的發展進行長遠的規劃。其主要的任務如下:
一、 協助地方政府辦理社區大學
二、 推廣社區大學理念
三、 統籌規劃社區大學之發展
四、 聯絡協調各地社區大學之業務
五、 規劃社區大學相關方案與計畫
六、 組織培訓社區大學之師資及行政人員
七、 承辦各級政府委託辦理有關社區大學之事項
更迫切的是,地方型或社區型的大學,在國外已相當普及,而我國社區大學的法律定位、組織方式、及文憑認可等事宜,都需要透過法制化加以完成,方能永續經營。在此情形下,社區大學全國促進會將代表各校研議立法策略、草擬說帖,向立法機關進行遊說工作,俾能早日完成社區大學法制化的定位。 |

| 成 果 |
社區大學從零到現今近八十所的設置規模,樹立起台灣教育史上的另類奇蹟─花費最少,而成效宏著。在這段時光中,本會籌畫多次大型的活動以凝聚所有參與者的共識,並向社會傳達社區大學的訊息。如:於民國八十八年開始,共八屆分別在新竹市、高雄市、宜蘭縣、員林鎮、台北市、台南市、台北縣、屏東縣等地,舉行「社區大學全國研討會」;與會人數從三百多人擴增至千餘人;研討的主要議題從第一屆「落實高教於地方/
迎接社區大學的新時代」、第二屆 「社區大學與社會發展/ 社區大學在南台灣」、第三屆「社區大學從普及到深化/社區力量的提升」、第四屆「自我超越與永續經營
/球化下的社區大學」、第五屆 「社會變遷下的全民教育/ 社區大學的使命與挑戰」、第六屆「創造成人高等教育新契機 /
社區大學與知識社會挑戰」到第七屆「社區大學的社會責任 /
反省與創新」,第八屆「在地深耕/社區大學與地方學的實踐」,期待社區大學在終身教育體系中,除提供成人終身學習的場域外,更肩負著推動公民教育的重要使命。此外,本會同時辦理推動公民社會教育的「國代修憲議題」、「社大公民論壇」、「社區協定與文化公民權」、「公民會議」、「文化公民權系列」、「全國文史志工列車」、「賦稅教育」等,辦理環境議題的「學術研討會」、「河川課程計畫」,以及建構社區大學的交流、研習平台的「新移民到好鄰居工作坊」、「全國社區大學工作研習營」、提升課程與師資的「社大課程觀摩」、健康議題的「全國社區藥學計畫」、「全國社大公衛教育」、「健康講座」以及全國社區大學認證工作、農村教育、影像教育、客家影像等計畫、並出版社大開學、社大文庫、社大手握手電子報、以及研究成人高等教育及社大課程規劃等研究計畫,皆針對社大不同的階段發展現況與遭遇的問題或累機的經驗以及不同對象,進行關注及規劃設計推動的活動與報告,充分顯示本會積極投身社會重建運動與具體的實踐。

| 展 望 |
|
本會未來將努力推動公民社會教育以催生公民社會,並關懷社會及社區發展,並透過認證、研討會、出版、課程等平台致力社區大學扮演社區公民教育中心的角色。
在《社大手握手電子報》第二十四期中,本會第三屆理事長張捷隆表示,社區大學經常需面對「情感」和「利益」之間的抉擇,他認為,社區大學應該將「追求價值與意義」看成是「利益」所在,提倡一種對於公共事務積極貢獻的態度,以調和情感與利益,特別是私利與公益。這樣的觀點,事實上正是西方社會能夠創造出「公民精神」的關鍵,如果有更多的社區大學體認到自己肩負的社會責任,讓民眾來到社大,不只學到他們愛學的課程,還可以接觸到有「反省力」和「創新性」的公共議題,那麼社區大學運動必然會在台灣社會發展史中,佔有一個非常具有「啟蒙」意義的地位。
本會創會理事長
顧忠華也在《2005年台灣社區大學導覽手冊》序言中提到,社區大學爭取學員修滿學分,繼而獲得相當學位的過程已十分坎坷,但或許大家可以深思,假使社區大學比正規大學更具有「反省和創新」的能力,是否許多學員可以獲頒「公民通識教育學士」,期待社會各界嚴肅討論「學習成就」的真正意義,並給認真辦學的社大更多鼓勵!

| Our
Ideal |
| The
National Association for the Promotion of Community Universities (NAPCU) was
founded on September 19, 1999. The community university, a program strongly
advocated by the private-sector educational reform movement, aims to liberalize
the dissemination of knowledge and to advance the formation of the civil
society in tiwan. By providing the opportunities of being educated, which were
once available only to elite students, community universities offer grown-ups
channels to better understand themselves, other people, and the modern society.
Since
the establishment of the first community university, Taipei Wenshan Community
University, in 1998, thirty one community universities have sprung up in
different regions in Taiwan in the last two and half years. Their presence has
encouraged a new way of thinking about community. Through persistent
reflection, critical reasoning and discussion, community universities worked
with local residents to map out specific plans for communal actions. The
ultimate goal is to form a civil society that is capable of building a new
Taiwan culture.

| Our
Missions |
|
The NAPCU
aims to coordinate all the community universities in different regions in
Taiwan, accumulate experiences in managing community universities, overcome
jointly various difficulties encountered, and lay out plans for long-term
development. The major missions of the NAPCU are as followed:
1. Assisting local governments in establishing and running community
universities;
2. Advocating the idea of community universities;
3. Mapping out plans for the development of community universities;
4. Coordinating the affairs of respective community universities;
5. Designing community university related programs and projects;
6. Training teaching and administrative staff of community universities;
and
7. Administering affairs of community university commissioned by the
central and local governments.
Unlike
their counterparts in other countries, Taiwan's community universities still
urgently need being legalized in terms of their legal status, organizational
structure, and authority of awarding credentials. Only by being a legal entity
can community universities be a sustainable operation. To achieve this goal,
the NAPCU represents community universities by devising promotion strategies,
drawing up petitions, lobbing the members of legislative institutions, and
thereby overseeing the final legalization of community universities in the near
future.

| Activities |
The
tremendous growth from zero to thirty-two community universities in such a
short period of time is no less than a "Taiwan miracle" in the history of adult
education. The cost has been little, but the achievement is great. During this
period of time, the NAPCU has held several major events intended to forge the
consensus of the participants and propagate to the public the ideas and
information of community universities. Since 1999, the NAPCU has held the
"National Conference on Community Universities" in Hsinchu, Kaohsiung and Ilan
in three consecutive years. The number of the participants has increased from
three hundred to seven hundred, and the agenda discussed has evolved from
fostering the development of community universities to how to improve their
quality. In addition, Phyllis Cunningham, a world-famous scholar in adult
education, was invited to the second conference to deliver a speech.
Moreover, to better equip the
teaching and administrative staff for their jobs, the NAPCU has also held three
national workshops. These workshops have not only helped the intellectual and
spiritual growth of the staff, but also assisted in breaking through the
developmental obstacles faced by the community universities and paved the way
for the future. |

| Our
Organization |
|
The NAPCU
is organized by members from academic and educational sectors. In joint
efforts, they are dedicated to helping the establishment and development of
community universities. The honorary president of the NAPCU is Dr. Yuan-tseh
Lee, a Noble Prize winner in Chemistry and the president of Academia Sinica.
The current president is Chieh-lung Chang, Director of Ilan Community
University. The standing board members are Dr. Chung-hwa Ku, Professor of the
Department of Sociology, National Chengchi University. , Shiaw-shin Lin,
founder of Science Monthly; Huang-bin Ger ,Vice-director of Fong-Cheng
(Hsinchu) Community University, and Sheng-hsin Chou, Director Assistant of
Yungho Community University.
Other board members and supervisors are university
professors, directors of community university, and activists in educational
reform and community movements as well.

Sun, Feng-lin Hsu, Yi-kuen Lee, Chiung-hsi Lu, Guo-ging Xie, Mei-ling Zeng,

Hope |
The
NAPCU eagerly invites the public to participate in activities of community
universities and contribute constructive suggestions. Together, we shall
jointly promote educational reform and societal reconstruction. The NAPCU also
hopes for generous donation and financial assistance from all quarters of
society. Let us make community universities a sustainable operation together.
